Propelus® simplifies workforce compliance management across healthcare. Our technology and strategic partnerships empower millions of professionals, their employers, and regulators to work together, creating a connected and efficient healthcare ecosystem.
About the Role
Propelus serves clinicians, licensing boards, and healthcare organizations that rely on accurate licensure and continuing education information. The rules behind that work keep changing across states, agencies, and professional boards.
As External Affairs Manager, you’ll help Propelus stay ahead of those changes. You’ll work independently to track legislative and regulatory developments, manage relationships with key healthcare stakeholders, and keep the External Affairs function organized and running smoothly.
What You’ll Do
Policy & Regulatory Intelligence
- Track legislation, rulemaking, board actions, licensure compacts, and CE requirements across priority states and national bodies.
- Spot developments that affect Propelus, its customers, or its market, and share them with the right teams.
- Turn complex policy into clear summaries, briefings, and talking points.
- Keep legislative calendars, deadlines, and implementation dates current.
- Coordinate with contract lobbyists and manage their agreements, deliverables, and lobbying compliance filings.
State Association Partnerships & Stakeholder Engagement
- Build relationships with state healthcare associations, workforce centers, educational institutions, and professional organizations.
- Coordinate Propelus’s participation in coalitions, task forces, conferences, and other forums.
- Keep relationship records up to date (contacts, notes, commitments) and make sure follow-ups happen.
- Prepare the VP for external meetings with research, briefing materials, and logistics.
Operations
- Lead the day-to-day rhythm of External Affairs: priorities, timelines, meetings, events, and deliverables.
- Build repeatable processes, templates, and systems (HubSpot, Quorum) that help the function grow.
- Identify gaps, risks, and decisions that need to be brought to the attention of the VP early.
- Support special projects, including RFPs, events, partner needs, and internal communications.

- Would rather focus on policy tracking exclusively.

We’d Like You To Have:
- Experience: 5+ years in government relations, regulatory affairs, public policy, or association management, ideally in healthcare, professional licensure, or another highly regulated industry.
- Policy Fluency: A strong grasp of state legislative processes, agency rule-making, and licensing boards. You can read a bill or rule and explain why it matters.
- Relationships: A record of building productive relationships with associations, regulators, educators, and workforce organizations.
- Communication: Clear, concise writing and speaking for both internal and external audiences.
- Lobbying Compliance: Familiarity with lobbying registration and disclosure requirements, and experience working with contract lobbyists.
- Organization: Ability to manage many bills, jurisdictions, and relationships at once without losing the big picture.
- Independence: Comfort working independently and knowing when to escalate.
- Builder Mindset: You enjoy creating structure in a growing function.
It Would Be Great If You Had:
- Experience with healthcare licensure, continuing education, nursing workforce policy, or professional regulation.
- Familiarity with FSMB, NCSBN, CLEAR, and interstate licensure compacts.
