Why This Role Is Important
Customer Insights takes on work that doesn't fit a one-size-fits-all product — custom data models, bespoke dashboards, registries, and long-running embedded programs — sitting between a platform and a plan.
This role is dedicated to Medicaid policy analysis on one of Arcadia's most visible accounts: a state Medicaid agency taking direct responsibility for a fee-for-service population. You will take the lead on policy-driven analytic work: interpreting program rules and policy documents into analytic logic, and building the registries, data marts, and dashboards that put it to use.
What Success Looks Like
In 3 months
- Get productive quickly with the team's AI-assisted workflow using modern AI coding and analysis tools to ramp into eligibility, claims, and provider data.
- Join customer and partner working sessions to answer in real time how proposed definitions, thresholds, or policy changes impact the data.
- Independently deliver your first piece of work end-to-end with documented policy interpretation and QA.
In 6 months
- Own the day-to-day analytic workstream, customer cadence, and ad hoc asks as a credible presence with state program staff and counterparts.
- Own production-grade registries, data marts, and dashboards, complete with documented methodology and data dictionaries.
- Bring other analysts up to speed to scale coverage and capacity.
In 12 months
- Serve as the recognized expert on Medicaid program policy and analytic implications across Arcadia's state program work.
- Hold the methodology standard, codifying playbooks and ensuring resilience as team scope grows.
- Extend work into the broader analytic roadmap, including cost, utilization, access, equity, and care management effectiveness.
What You'll Be Doing
Medicaid Policy Analysis
- Interpret state and federal Medicaid program rules, eligibility structures, and guidance to translate them into precise, testable analytic logic.
- Advise senior customer leadership on data feasibility, caseload impacts, cost implications, and provider capacity.
Technical Analytical Delivery
- Translate ambiguous policy questions into member and provider data marts, cohort logic, and registry extracts using SQL (and Python where needed) on Foundry and Redshift/Athena.
- Deliver outputs in customer-ready formats including dashboards (QuickSight, Power BI, Tableau), recurring reports, and executive decks.
- Perform root-cause analysis on data-quality issues and reconcile counts across disparate sources.
Customer Presence and Engagement
- Serve as the senior analytic voice for state program leadership, policy staff, and partner vendors.
- Set priorities and project scope while maintaining the authority to advise on feasibility.
- Produce client-facing deliverables such as leadership summaries, methodology decks, and decision memos.
What You'll Need To Have
- Working knowledge of healthcare programs, managed care plans, and translating policy documents into analytic logic.
- Clinical code and claims fluency (ICD-10, CPT/HCPCS, revenue codes, NPPES, enrollment files) and understanding of claims completeness.
- Hands-on, demonstrable fluency with AI coding and analysis tools (e.g., Claude Code, Cursor) as a core part of your daily workflow.
- Advanced SQL capabilities (CTEs, window functions, query optimization on large tables) and data modeling skills.
- Experience building dashboards in modern BI tools (QuickSight, Power BI, Tableau) and presenting to executive audiences.
- Proven track record leading an analytic program end-to-end and managing senior stakeholder relationships independently.
- Strong judgment handling sensitive healthcare data and PHI.
Nice To Have
- Direct experience with a state Medicaid agency, Medicaid prime contractor, or managed care plan (California Medi-Cal experience is a plus).
- Familiarity with population health concepts such as risk stratification, care management, and network adequacy.
- Experience with Python, dbt, AWS data tools (Athena, Redshift, QuickSight), Jira, and GitHub workflows.
- Experience mentoring junior analysts.
